High Risk of: Slow administrative and political response to biosafety issues. Mitigate by-Promote cooperation between government structures and special awareness program for targeted and relevant authorities will be organised at the inception of the project with follow ups to strengthen the political support for the NBF implementation process to ensure biosafety is placed on a higher level in the agenda of government and the national assembly Medium Risk of: Inadequate mechanisms for institutional coordination in the management of biosafety. Mitigate by: - Regular coordination meetings for relevant ministries and agencies will be held, defining clear procedures and responsibilities for all the key identified stakeholders. High priority will be placed on institutional capacity building. Medium Risk of: Low institutional capacity to manage handling of LMOs in Sudan: -Capacity building activities coupled with upgrading of existing facilities will equip designated regulatory agencies to effectively manage their mandate. A high priority will be placed on building a critical mass of resource persons who will contribute to the enhancement of public awareness
