A.1.1   the GEF focal area/LDCF/SCCF strategies: 

As a priority objective of the Rio Conventions, donors and the GEF, the strategic approach of capacity development is directed towards facilitating cross-sectoral and participatory approaches to natural resource management planning and implementation. Guided by the GEF “Strategic Approach to Enhance Capacity Building”, approved by the GEF Council in November 2003, this Multi-Focal Area project is guided by the principle of targeting capacity development activities across focal areas (crosscutting) in order to create synergies. Adaptive collaborative management will be used as an approach to engage stakeholders as collaborators in the design and implementation of project activities that take into account consequences arising from policy interventions.

 

This project is specifically structured to meet Capacity Development Objectives 2, 4 and 5 of the GEF-5 Capacity Development Results Framework. Component 1 of the project focuses on developing national capacities for improved information and knowledge management and implementation of the three Rio Conventions by developing nationally relevant indicators that are in line with global environmental management as part of the Bosnia and Herzegovina environmental governance regime. While focusing on the Rio Conventions to maintain a scale that is manageable through a medium-sized project, the aim will be to establish indicators and to strengthen environmental management capacities that can equally be applied to other conventions and environmental issues of relevance to Bosnia and Herzegovina. Component 2 of the project is a complementary set of capacity building activities, developing individual and institutional capacities to better adapt and apply global environmental management indicators as a monitoring tool to assess the intervention performance and institutional sustainability.

 

The project is also consistent with the programmatic objectives of the three GEF thematic focal areas of biodiversity, climate change and land degradation, the achievement and sustainability of which is dependent on the critical development of capacities (individual, organizational and societal). Through the successful implementation of this project, a more integrated and cost-effective approach to adapting and applying global environmental management indicators across the focal areas will be demonstrated.

 

Therefore, and beyond contributing to the achievement of the GEF’s CCCD objectives 2, 4 and 5, the project will, through its capacity development aims, support efforts of the Government and relevant stakeholders in Bosnia and Herzegovina in providing substantive input to the GEF’s focal area objectives under the Rio Conventions, particularly BD 5 (integrating BD objectives into national planning), CCM 6 (capacity development under the UNFCCC) and LD 3 and 4 (integrated natural resource management and adaptive management and learning).

 

The capacity building activities of the project are in line with several articles under the Rio Conventions, in addition to other international environmental treaties. For example, Article 4 of the UNFCCC calls for Parties to "Promote and cooperate in …systematic observation and development of data … to reduce or eliminate the remaining uncertainties regarding the causes, effects, magnitude and timing of climate change and the economic and social consequences of various response strategies". Article 7 of the CBD similarly calls for Parties to "Maintain and organize, by any mechanism data … of activities which have or are likely to have significant adverse impacts on the conservation and sustainable use of biological diversity".  Article 16 of the UNCCD calls for Parties to "to integrate and coordinate the collection, analysis and exchange of … data and information … to combating desertification and mitigating the effects of drought."
